July 2009 Chapter Meeting

Mike Atwell called the meeting to order with about a dozen people in attendance.  The treasurer's report was read and accepted and the minutes of the last meeting were read and accepted.

Old Business
Flying Seniors: There had been discussion on flying seniors but, because insurance is not available, it was decided there will be no formal effort to offer seniors rides. Should you know someone that would like a flight, please let other pilots and know and arrangements and wavier forms can be made.

Wings and Wheels: Guy spoke briefly about Wings and Wheels.  It was agreed that the we should not try to do it this year, but begin to work on planning for next year.  We just waited too late this year to get it together, fundraising is difficult this year and Jamie, Brent and Guy are too busy right now.  Mike said that once he started a list of all the things that needed to be done, it was obvious that we couldn't pull it together quickly enough.  The folks at Albertville have offered to help us get organized by sharing their experiences with their successful fly-in.  If you would like to join in on the initial planning, please contact Mike, Barry or Guy.

  space camp

Space Camp: Our space camp participants have given a universal thumbs up on the experience.  Special thanks need to be sent to Alicia and family since funds from the Harley McGatha memorial were used this year to send all three Space Camp participants.

New Business
We had a good turnout for Young Eagles today.  Thanks to Dr. John, Jackie Bailey, Steve Bell, John Shippey and Mike Atwell for flying 15 young eagles and to Mary McGuire and Mark Vaughn for handling the sign-ins and paperwork. Mary noted that "EAA sent us logbooks for each Eagle, and we helped them fill them in after their flights.  EAA also sent us a large banner that read "EAA 890 -- Young Eagles." John Shippey put that on the side of the hanger.  Looked great."

Project reports
Mike Atwell will be going to Oshkosh this year.  Please let him know if you plan to attend or would like to carpool.

Darrell Smith reported that after tests on two Zodiac CH-601XL aircraft no problems with flutter were found.  The only recommendation that came out of the tests was to keep the cables tight.  Speculation is that the planes that have had problems may have been pushed beyond recommended limits during rolls or airbatics.

Bud O-Neil reports that his gyro is back in the air.

More on User Fees:

Other News:

FAA reauthorization measure introduced in Senate

Senator Rockefeller and the commerce committee have introduced funding legislation into the Senate that would continue to fund the FAA for the next 2 years with the current funding mechanisms  (fuel taxes and ticket fees).  The legislation also advances modernization of the air traffic control system.  While both goals are a step in the right direction, we hope that a stable funding base for full modernization be extended beyond the next 2 years.  The possibility of user-fees is still lurking in the other funding proposals. One need only cross our northern border to understand how user fees can adversely affect general aviation.

General Aviation in the news

To combat the bad rap that general aviation has gotten recently, a new campaign as been launched called General Aviation Serves America that focuses on the benefits of aviation. You can learn more about this effort at  http://www.gaservesamerica.com/

Funding bills differ on loran

The Senate on July 9 passed an appropriations bill to fund the Department of Homeland Security for fiscal year 2010. A conference committee will now work out the differences between the Senate and House versions of the bill, including whether or not to continue to fund the loran (long-range navigation) system as a potential backup to GPS.

While many pilots now depend on GPS for navigation, a recent study by the GAO reported that many older satellites could begin to go offline at a rate faster than replacement satellites beginning as early as 2010, creating gaps in GPS coverage.  Many older ground based navigation aids have been decommissioned or not replaced when they fail.  The Coast Guard has recommended rather than decommissioning the current LORAN system. that it be upgraded to eLORAN to serve as a landbased navigation backup.

FAA moves closer to shutting down regional weather centers

Air traffic controllers are blasting as "reckless" a plan to reduce regional weather forecasting facilities from 20 to just two. The National Weather Service forwarded its consolidation plan to the FAA on Thursday, following requests to reduce the cost of providing aviation weather forecasts. The FAA believes technology has made it unnecessary for forecasters to have face-to-face contact with air traffic controllers at regional centers around the country, but the controllers' union disagrees. "This is a foolish plan that puts cost savings ahead of safety," said union president Patrick Forrey. The Washington Post (6/5)
